Steve Barton, Board Chair

Steve has worked for over 20 years in commercial banking and wealth management. He is CEO and owner of the Waterford Group LLC in Minneapolis, a consulting firm that provides strategic planning and capital resources to businesses.  He also serves as a director of community banks chartered in Minnesota and Wisconsin.

In addition to volunteering with the Sheriff Foundation, Mr. Barton is a director of the Saint Paul Fire Foundation. Prior volunteer experience includes the Hmong American Partnership, Park Square Theatre, Roseville Area Youth Hockey, and others. He is a lifelong resident of Como Park in Saint Paul, where he lives with his wife Emily and children.


Robert Baker, Treasurer


Mr. Baker is the Chief Financial Officer of Schmitt Music Company since 2002. Schmitt Music Company operates 15 retail music stores selling musical instruments in the upper Midwest.
Prior to his position at Schmitt, he spent several years in the banking and finance area. He has several certifications in his field, including being a Certified Public Accountant (inactive), Certified Management .
Accountant, and certified in financial management. In addition, he has been actively involved on other non-profit boards, including the Hmong American Partnership, Park Square Theatre and the City of Lakes Rotary Club

 Brian Kasbohm, Executive Director

Brian Kasbohm’s law enforcement career spans thirty three years, with over thirty years of service with the Hennepin County Sheriff’s Office. He retired May 31, 2012, as Captain and Director of the crime laboratory. While most of his time was spent in the Forensic Sciences Division, he also has experience as a unit and division commander in several other areas, and he has worked extensively with the special deputies and explorers.
Mr. Kasbohm served as Chair in his second, four-year term on the Minnesota Forensic Laboratory Board as the Governor’s appointee.


Ike Messmore, Secretary 

Ike is an attorney at the law firm Bowman and Brooke LLP. He practices in the area of products liability defense, representing clients around the country against claims that their products are dangerously defective. Ike also serves as his firm liaison for associate fundraising to Mid-Minnesota Legal Aid and as a member of the steering committee of the Defense Research Institute's Young Lawyers division. Ike is a graduate of the University of Minnesota Law School.


 Carolyn Agin Schmidt

  Recognized as a "Super Lawyer" and one of the "Top 40 MN Criminal Lawyers" by Minnesota publications, Carolyn Agin Schmidt is a proven criminal defense attorney with over two decades of legal experience. Since 2001, she has earned Martindale-Hubbell's highest rating for her incredible legal achievements, an honor only granted to the best attorneys. Her results include numerous pre-trial dismissals, trial acquittals, remarkable settlements, and victories at the appellate level. Carolyn has provided energetic representation in state and federal criminal defense cases since 1990.

Monica Vogel

Volunteer with the Hennepin County Sheriff’s Office Mobile Amateur Radio Corp (MARC) unit.   Besides Hennepin County, she volunteers with multiple organizations including FosterMyPet and other nonprofits.  She is also an Information Technology professional specializing in quality assurance, change management and configuration management.

Steven P. Katkov

Steven Katkov is first and foremost a business lawyer. He knows and understands business. He comes from a family of successful entrepreneurs and has an entrepreneurial spirit and mindset. He is familiar with accounting, tax, economic and risk management concepts and has held significant management positions in two public Fortune 300 companies, with an emphasis in real estate, banking and finance. His diverse business and legal experience allows him to understand clients' objectives and help them develop creative and efficient strategies for achieving them. 

Steven focuses in the areas of corporate law, mergers and acquisitions, real estate, banking, and intellectual property, and provides legal advice on a variety of business, transactional, corporate, and tax matters. He has represented a wide variety of closely held corporations, partnerships, emerging businesses, lenders, and individuals throughout the United States. He also provides business and corporate law services to a number of clients in industries including manufacturing, commercial real estate, banking, and the technology sector, with an emphasis on software and hardware solutions.

Because of his experience, Steven has been sought out as a board member for the Unity Bank of Minnesota’s Community Advisory Board, and the Minnesota State Bar Association’s Tax Law Section, among others. He has spoken at various organizations including the Minnesota State Bar Association, the Federation of Exchange Accommodators and the Indiana Society of Public Accountants and has served as an adjunct professor at the University of St. Thomas.

Steven received his J.D. from the University of Minnesota Law School. He was a staff member and then managing editor of the Journal of Law and Inequality and was a graduate research assistant to Professor Carol Chomsky, professor of American Legal History. He earned his M.S. in justice studies from Arizona State University, during which he was a graduate research assistant for Professor Pat Lauderdale. He received his B.A. in sociology, magna cum laude, from Macalester College.

Shalin Johnson 

Shalin has worked as a Commercial Insurance Consultant for Marsh & McLennan Agency the past 12 years.  He specializes in helping Middle Market companies and organizations with their insurance and risk management needs.  Shalin has an Associate in Risk Management designation.

Shalin has been active with Bolder Options, a regional mentorship program for at-risk youth, the past 11 years.   He has served as their Treasurer, Board Member, and currently serves on their Advisory Board.  Shalin is also a proud Rotarian.  He has been a member of the Rotary Club of Brooklyn Park the past 9 years.

Shalin and his family have lived in Brooklyn Park the past 17 years.  He prides himself in being an active citizen by currently serving on the City’s Budget Advisory Commission, and Signature Event Area Task

Jeff Menne CFA

Jeff is a portfolio manager for Trust and Investment clients at Associated Bank Wealth Management. Mr. Menne has managed wealth for families and business owners in the Twin Cities for over 20 years. Mr. Menne is a graduate of the University of Minnesota.

Matthew Carroll

Mr. Carroll is Director of Operations at Credit Adjustments, Inc.  He also serves as a Volunteer Special Deputy with the Hennepin County Sheriff Department, and as a fire fighter with the Long Lake Volunteer Fire Department.

Matthew is an accomplished leader with a strong background in the call center industry. He has over 20 years of experience in the following areas, 1st party, 3rd party and purchased debt verticals. The verticals included Hospital and Physician collections, Government and Non-government insurance, Retail, Bankcard, telecom, Government debt, Student loan, Campus based debt, Default aversion and Purchased debt. He has a demonstrated record of exceeding profitability goals, turning around under-performing units, driving increased revenues with organic growth and client satisfaction.

Chad Darr CFP

Chad serves the investment and banking needs of high net worth clients as a Private Banker with Associated Bank. Mr. Darr previously worked as a Financial Advisor at UBS, and Financial Planner at JNBA Financial Advisors. He is a graduate of Augsburg College.

Mike Campbell

Mike works with the Davis Family Holdings/ Cambria and has also been a long-time fundraiser.  He specializes in marketing, government affairs and public relations.  Prior to his current position, Mike worked for St. Paul Mayor Norm Coleman as a director of intergovernmental relations.  Mike graduated from Saint Mary’s University of Minnesota and has been active as a volunteer with the Association of Metropolitan Municipalities, the City of Stillwater and the Cambria Sobriety High Scholarship program.

Louis Frillman

Mr. Frillman has been providing counsel to the real estate investment and development business nationwide since 1975.  He has completed counseling assignments dealing with significant decisions regarding market feasibility and absorption analysis studies, valuations and disposition of major business properties, and investment analyses for acquisition of property by institutional investors of all types.

Marquette Advisors is a national real estate counseling practice with offices in Minneapolis, Seattle and Washington D.C. Marquette provides comprehensive solutions to complex real estate problems and is practiced at managing and overseeing large real estate consulting projects nationwide. Marquette Advisors specializes in transactional advisory services, crossing all property types and geographic boundaries.

Jamie Honour

Jamie is married and a mother of 3 school-age children.  She is active in her community, church and children’s schools, which include chairing programs and volunteering her time.  Jamie and her family reside in Orono and live on Lake Minnetonka.  Both Jamie and her husband are strong supporters for public safety on and around the lake, and the Hennepin County Sheriff Water Patrol.

 Klerissa Church

Klerissa is a married mother of two grown and two school aged children and has lived in Hennepin County for ten years. She is passionate about public service, and is proud to support the individuals who volunteer their time for public safety. Klerissa spent 15 years working as a Human Resources Director for General Mills and traveled extensively for her work. This travel gave her a unique opportunity to understand how fortunate Americans are to have our comprehensive law enforcement system and its dedicated personnel. She volunteers regularly in her childrens’ schools and actively supports various social justice efforts, as well as several local non-profits.

 Brian Farrell

Brian is Chief Operating Officer and co-owner of Haskell’s Wine & Spirits. Haskell’s has been in partnership with the City of Minneapolis and the TwinCities community since their first store opened on 6th Street in 1934. Under Farrells'​ ownership,​which began in 1971 and Brian’s leadership,​ in 2002, the company hasopened 11 additional ​stores including 2 franchises.

Previously, Brian served as a B2B Sales Manager and providesalesteam training for an array of legal products, includingWestLaw, KeySite and West’s Legal Directory during his 11 year tenure with West Publishing Co./ ​Thompson Reuters in Eagan, MN.

He is a graduate of Saint Thomas Academy and of Drury University in MO where he earned his BA in Marketing Communications and served on the Board for Lamdba Chi Alpha.

Brianis an avid outdoorsman who enjoys fishing, hunting and spending time in northern MN at his family lakehome. He ​and his wife Ann live in Mendota Heights where they raised their 2 children and are active members of the Church of the Assumption in St. Paul.
